André Richier

Principal Administrator, DG Enterprise and Industry, European Commission

André Richier is Principal Administrator at the European Commission in Brussels within the Directorate General Enterprise and Industry (Key Enabling Technologies and ICT Unit). He is responsible for policy issues relating to the competitiveness of the ICT industry and human capital, in particular the follow up of the Communication on "e-Skills for the 21st Century" and the "Grand Coalition for Digital Jobs". He was the 2002-2003 EU Fellow attached to the LBJ School of Public Affairs at the University of Texas in Austin. He played a leading role in the preparation of the “eLearning: Designing Tomorrow’s Education” Initiative and Action Plan in 2001 within the Multimedia Unit of the Directorate General Education and Culture. In the 1990s, he was in charge of research projects in the field of multimedia within the European Strategic Programme for Research in Information Technology (ESPRIT) of the Commission. Prior to joining the Commission in 1994, he held management and marketing positions in the ICT industry.

Bernard Meyerson, PhD

IBM Fellow & Vice President, Innovation, IBM Global University Relations Function

Dr. Meyerson, and IBM Fellow, now serves as IBM's Vice President for Innovation, and leads IBM's Global University Relations Function within IBM's Corporate HQ organisation. He is also responsible for the IBM Academy, a self-governed organisation of to top ~1000 technical executives and senior technical leaders from across IBM. Dr. Meyerson was appointed to this position in October 2009. In 1980, Dr. Meyerson joined IBM Research as a Staff member, leading the development of silicon:germanium and other high performance technologies over a period of 10 years. Later he went on to found IBM's highly successful Analog and Mixed Signal business, led IBM's global semiconductor development alliance, then taking on Systems and Technology Group Strategic Alliance leadership role. In his present role Dr. Meyerson's team focuses on the early identification of major technical and/or business discontinuities that will have material impact on business and society, then driving the innovation as required to pro-actively address those issues.

Dr. Meyerson is a Fellow of the American Physical Society and the Institute of Electrical and Electronics Engineers, Inc. (IEEE). He is also a member of the National Academy of Engineering. He has received numerous technical and business awards for his work, which include: the Materials Research Society Medal, the Electrochemical Society Electronics Division Award, the IEEE Ernst Weber Award, the Electron Devices Society J. J. Ebers Award, and the 2007 Lifetime Achievement Award from SEMI. He was most recently announced as having won the 2011 Pake Prize of the American Physical Society, honoring him for his combined original scientific research and subsequent leadership in managing a major business for IBM. For his innovation efforts, Dr. Meyerson was cited as "Inventor of the Year" by the New York State Legislature in 1998, and he was recognized as "United States Distinguished Inventor of the Year" by the US IP Law Association and the Patent and Trademark office in 1999. He was most recently recognized in May of 2008 as "Inventor of the Year" by the New York State Intellectual Property Lawyers Association.

Harry van Dorenmalen

Chairman, IBM Europe

Harry van Dorenmalen was appointed chairman of IBM Europe on October 1, 2010. He represents IBM to European institutions and other authorities such as NATO and the European Defence Agency on issues of international public policy and business regulation. In this role he also oversees the company's corporate citizenship, environmental affairs, intellectual property, standards development, venture capital and university relations activities across the region. Harry takes on this responsibility in addition to his role of Country General Manager, IBM Netherlands, a position he has held since 2005.

Harry started his career at IBM in 1982 as a programmer. Since then he has held a series of leadership positions including Vice President of IBM's Industrial Sector business in EMEA, responsible for the Automotive and Electronics sector, and Managing Director for IBM's business with Royal Philips Electronics. He has also been Director of IBM's Service Delivery Organisation in Europe and has enjoyed spells in the company's professional services, manufacturing, application development and consulting divisions.

Since December 2010, Harry has been Chairman of the Dutch IT industry association, ICT-Office. Harry holds a degree in Business Administration from the University of Delft. He is married and has two daughters.

Syoum Négassi

Syoum Négassi is a professor of Economics at the Management Science Department at the University of Paris 1, Sorbonne. Professor Négassi is the Director of M.S. in Project management program at the University of Paris 1, Sorbonne. He has numerous publications in both academic and practioner journals related to innovation, R&D spillovers, technology performance and financing of innovation.

He is scientific advisor for the Ministery of Industry-SESSI (Service d'Etude des Statistiques et Stratégies industrielles) since 1994 and The Ministry of defence since 2000. He is member of the committee which conducts surveys (in particular Innovation Survey) for France . He organised many Conferences on "Innovation, Appropriation Strategies and Economy Policy" and on "The efficiency of military innovation and productivity and their consequence for broad economic performance". He is currently involved in several SESSI's studies (e.g. "A microeconometric analysis of industrial policy"; "Estimating social and private returns from Innovations"; "R&D subsidies"), and is largely involved in the use and the production of data bases dealing with innovation (e.g. CIS I, CIS II, CIS III), as well as with the development of several other statistical data and indicators in areas like foreign trade, industrial production, or firms' financial results.

Volker Markl

Volker Markl is a Full Professor and Chair of the Database Systems and Information Management (DIMA) group at the Technische Universität Berlin (TU-Berlin). Earlier in his career, Dr. Markl lead a research group at FORWISS, the Bavarian Research Center for Knowledge-based Systems in Munich, Germany, and was a Research Staff member & Project Leader at the IBM Almaden Research Center in San Jose, California, USA. His research interests include: new hardware architectures for information management, scalable processing and optimization of data programming languages, information processing, and information modeling.

Volker Markl has presented over 150 invited talks in numerous industrial settings and at major conferences and research institutions worldwide. He has authored and published more than 70 research papers at world-class scientific venues. Volker regularly serves as member and chair for program committees of major international database conferences. He also is a member of the Board of Trustees of the VLDB Endowment as well as a member of the computer science evaluation group of the Natural Science and Engineering Research Council of Canada (NSERC). Volker has 6 patent awards, and he has submitted over 20 invention disclosures to date. Over the course of his career, he has garnered many prestigious awards, including the European Information Society and Technology Prize, an IBM Outstanding Technological Achievement Award, an IBM Shared University Research Grant , an HP Open Innovation Award , and the Pat Goldberg Memorial Best Paper Award.

Ton Engbersen has been with the IBM Research Laboratory since 1980. His career spanned such diverse areas as Image processing, chip design, communications technology, server technology, legacy management and Innovation in Outsourcing. Throughout the years he has held a range of management positions in Research and Development in Switzerland and in the US. A member of the IBM Academy of Technology he led the European branch from 2009-2011. Head of the Department of Industrial Engineering & Management at Tel Aviv University. His research include statistical methods for control and analysis of complex processes, machine learning, and data-mining applications to industrial and service systems. He wrote and edited five books, has published more than 80 scientific papers and patents, received numerous best papers awards and supervised dozens of graduate students. He is a Department Editor in IIE Transactions on Quality and Reliability and serves in the Editorial Boards of several other international journals.

Prof. Ben-Gal is the Chair-Elect of the Quality Statists and Reliability society at the Institute for Operations Research and Management Sciences (INFORMS), The European Network for Business and Industrial Statistics (ENBIS) and the International Statistical Institute (ISI). He received several research grants and awards, among them from General Motors, IEEE, Israel Ministry of Science, Israel Scientific Foundation (ISF), Israeli Prime Minister Ministry and the European Community. He led many R&D projects and worked with companies such as IBM, Pratt & Whitney, Siemens, Proctor and Gamble, Kimberly-Clark, Applied Materials, Erikson, SAS, SAP and more. Dr. Dorothea "Dolly" Mastrangelo

Dr. Mastrangelo, an Independent IT Consultant, has served in technology management leadership roles for over thirty years leading the design and development of major Information Technology (IT) architectures, capabilities and research efforts in support of the U.S. Federal Government and industry. Dr. Mastrangelo recently retired as a senior executive from The MITRE Corporation, a $1.3B not-for-profit advising the Federal Government on their effective use of IT. She served as the Deputy Chief Information Officer at the MITRE Corporation responsible for strategic IT initiatives and advice to US Federal CIO's in the use of information to enhance business initiatives and strengthen the workforce. Throughout her career, She has led major IT system and research efforts resulting in new capabilities at major US corporations and the US Federal Government. Her expertise includes design and development of information systems, knowledge management, social network analysis, business analytics, and enterprise IT, imagery, biometrics, Science &Technology (S&T) and innovation to increase organizational innovative capacity and effectiveness of the workforce.

Dr. Mastrangelo has Bachelor of Science degrees in Math and Computer Science from American University, graduate studies towards a Master of Science in Electrical Engineering at George Washington University and completion of a Master of Science in Systems Management granted by University of Southern California. Dr. Mastrangelo completed her doctorate in technology management at the University of Maryland with a published dissertation providing the Innovative Capacity Index for competitive business advantage. She received the 2007 Heroine of Technology award from Women-in-Technology, a premier US organization empowering women to be architects of change in the technology industry. Dr. Mastrangelo has three children and resides in McLean, VA, USA.
