Abstract
In this study, we investigate how project governance facilitates the implementation of strategies through sub-projects in a major project. While the relevance of project governance for strategy implementation is recognized, its dynamics are well less understood, particularly in major projects that involve multiple stakeholders and stretch over longer periods of time. Therefore, in this study, we aim to provide additional insights by studying the interplay of project actors, the context within which strategy implementation occurs, and a strategy artifact. Our case study is an ongoing campus development program in Europe. We focus on how project governance facilitates translating academic strategies to physical construction projects. From our qualitative data analysis, we inductively derived three governance practices that address the academic vs. physical translation "challenge": 1) project managers' role division, 2) the ambiguous nature of the artifact, and 3) project stakeholder relationships. Theoretically, this paper aims to contribute to the intersection of major project governance and strategy implementation.
