Abstract
This PhD project examines how government digitalization changes the administrative burdens experienced by citizens and businesses. The presentation focuses on a systematic literature review of how digital government affects learning, compliance, psychological, and transaction-related costs. The review shows that digitalization does not simply reduce administrative burden; it may also increase, transfer, or redistribute burdens across different users and groups.

The presentation will also outline how these findings inform the next stages of the project, which will use register data to examine the distribution of administrative burden through empirical analyses.
