Norway beats Denmark – A Comparative Study of Major Public IT Projects Denmark and Norway

Abstract
This study investigates the cost and schedule performance of major public IT projects in Denmark and Norway, focusing on projects exceeding 200 million DKK. The research spans from the 1990s to the 2020s, highlighting significant challenges and improvements in project management practices over time. Key findings reveal that Danish projects experience an average cost overrun of 80%, compared to just 2% in Norway. Schedule overruns are prevalent in both countries, with Denmark averaging 28 months and Norway 29 months. The study identifies governance structures, cost estimation methods, and project management practices as critical factors influencing these outcomes. Notably, smaller IT projects in Denmark (<200 million DKK) demonstrate better performance metrics. The research underscores the importance of robust governance and strategic project management to mitigate cost and schedule overruns. Future research should expand on qualitative data and explore the socio-economic impacts of these projects. This comparative analysis provides valuable insights for policymakers and project managers aiming to enhance the efficiency and effectiveness of public IT projects.
